This is to your benefits - all of you. You yourselves voted to pass this new law, under the terms of our new Election Amendment.
A High Cee is presently defined as a person whose cee-status multiplied by eight, exceeds their chronological age to a great degree. We have become aware that the number of High Cees in the country is steadily rising, so we have implemented this Law in order to prevent the situation from deteriorating further.
The law is this: that High Cees whose cee-statuses are two factors above the norm (meaning that their cee-status multiplied by sixteen exceeds their chronological age) shall be hereby deeceed for a period of no less than five years. During that time, the person's life will be their only; it should teach the High Cees to value these lives. If they should die in the interim, then obviously they were inherently High Cees who could not control themselves, and thus society should shed no tears over them. At the end of the five years, the deeceed status will be revoked. However, if two more reckless deaths occur, the individual shall be deeceed permanently.
