The Ballot Editor now checks each card for empty races before saving.  The fix will be in GEMS 1-18-11.

From the Ballot Editor screen, delete all of the races from the ballot.  Create a new card and place all the races on the new ballot.  Clicking on save, results the blank ballot to successfully save.
