RE: Challenge Voter broken in new Voter Card DLL

challenge voter fields with 1k, 64k, 128k with out
complaint.
Poll Book errors
on 4k card with program card failed message.
This is fixed. Jeff, I will email you a new dll
for testing. It will be 3.13.9.2.
The changes to support 4k cards were not
straightforward; this needs testing. Check that the following all
work for challenge voter cards:

4k cards created with 3.13.9.2 votercard.dll on poll
book work with 3.13.9.2 votercard.dll on ballot
station.

64k cards created with older votercard.dll on poll
book work with 3.13.9.2 votercard.dll on ballot
station.

64k cards created with 3.13.9.2 votercard.dll on poll
book work with older votercard.dll on ballot
station.
You can use 64k or 128k cards for the latter two
tests. No need to check 1k.
