Captain Panaka has helped the queen maintain her double identitiy. While normally dressed in identical dresses and hoods as the other handmaidens,
Padme wears a peasant dress while on Tatooine, helping her to blend in as an anonymous farm girl. Rough spun cloth, wrist bindings, and plain walking boots add to the illusion that
Padme knows nothing of regal power.
